Artlink, in partnership with Downtown Phoenix, Inc. and Phoenix’s Street Transportation Department and Office of Arts and Culture invites artists and designers of all practices to apply for the Pedal to the Metal: Phoenix Bike Rack Project. Artists selected from this call will create new designs for bicycle racks to be installed downtown and throughout Phoenix. These eye-catching designs will be important amenities for Phoenix’s growing bike culture and contribute aesthetic value to our community's streetscapes.

The racks will be produced in editions and installed to add functionality, character, and beauty to streetscapes and commercial cores downtown and citywide. Artists, designers, and other creative individuals or teams – whether or not they specialize in industrial and product design – are encouraged to apply. The new racks created by this pilot program will be installed starting in March, 2018. An exhibition of submissions will take place during Art Detour 30, March 15-20, 2018.


A variety of artworks are welcome for submission, including: oil, watercolor, acrylic, graphite, charcoal, pastels, photography, ceramics, printmaking, textile, and mixed media. The expectation of this call is that all artwork submitted are existent and not created in response to this call.

Eligibility: This opportunity is open to artists and designers living and working in Maricopa County with the ability to produce exemplary and effective designs for new bicycle racks.

Finalist Honoraria: 
Up to four artists from the applicant pool resulting from Submittable call will be selected to propose a concept for the bike racks. They will be paid $250 for their proposals.

Selection of initial finalists will be based upon the quality, originality, and craftsmanship of their past works and potential to make a significant artistic contribution to this project. Individuals and teams (no more than four (4) artists) are invited to apply to this call.
Recommendation of the winning design will be based upon:

  1. The strength and feasibility of the proposed concept
  2. The creative approach to making a distinct bike rack
  3. The design's potential to engage the community in a meaningful way 
Project Budget: 

There is no additional out of pocket expenses expected from the four finalist artists beyond materials to draw/create their concept presentation. 

Two selected artists will be chosen from the four finalist submissions. These two artists will be contracted with Downtown Phoenix Inc. (DPI). For the $4,000 award the two artists will be expected to act as project managers for their bicycle rack development. The finalists will be expected to work with the fabricators and vendors to see their vision brought to reality. This will include providing final dimensions, selecting materials, paint finishes, and all specifications necessary to build the bike rack.

$16,000 will be expended by the City of Phoenix and DPI on the completion of an estimated 50 or more bike racks. This amount includes all fabricator fees to complete the work, and the cost of insurance, transportation, project coordination and installation.

Project Timeline (subject to change):

  • Pre-submittal Information Session: 6 to 7:30 p.m., Wednesday, December 6, Downtown Phoenix Inc., 1 E. Washington St., Suite 230.
  • Submissions Due: Monday, December 18
  • 4 Finalists Notified: Friday, December 22
  • Finalists Orientation and Workshop: Tuesday, January 2
    • The final bike rack will have at least 2 points of contact.
    • The bike rack should not be taller than 35” or wider than 36” or narrower to 16” 
  • Finalists Concept/Design Presentations: Friday, January 19

Estimated Project Completion: Monday, March 12

Submission Requirements:

Please make sure you follow ALL guidelines and complete the entire submission form, as we will not accept your submission if it is incomplete or submitted in non-requested formats.

  1. A current resume. No more than 2 pages.
  2. A one-page (no more than 250 words) letter of interest.
  3. A portfolio of ten (10) digital images with a minimum of 72 dpi, including details, documenting previously completed works that demonstrate originality and skill in creating and executing ideas completed in the past three years.
  4. A list of descriptions of all of the pieces submitted in your portfolio with the title, date, medium, size and brief description of the artwork, and any community engagement the work involved.
  5. Email and phone contacts for three professional references. These references will be called only if you are a finalist.


Only 2 artists will be awarded as finalists. Every submission is appreciated and will be seriously considered.
